Serious Breaches in Codes of Conduct by PCT’s Mary Tompkins and Ria’s previous GP Dr Kaukab
By Ria Heslop on 10/05/2009
July 2007
Ria flew to America for treatment. Whilst she was away Mary Tompkins, Head of Medicines Management at Colchester PCT, and Ria’s GP at the time Dr Kaukab, worked behind her back to collate Ria’s medical information and forward it, without her knowledge, to an NHS Infectious Disease consultant Dr Day at Southend Hospital. They went ahead with this even though they were told in a letter by Ria’s LD consultant, Professor Terry Daymond, not to do so and that as it was not in Ria’s best interest and inappropriate to make this referral – but they proceeded anyway……..
What they did was illegal - breaking the data protection act and Ria Heslop’s right to confidentiality. Dr Kaukab had also broken the fundamental code of conduct rules of the General Medical Council.
After this serious breach had been discovered, Dr Kaukab admitted that he’d done wrong and begged Ria not to report him. Mary Tompkins actually telephoned Ria and offered her an unusual incetive - if Ria did not report this she could see to it that her medicines were prescribed. Obviously Ria did not take up this unorthodox enticement.
To this day, despite these very serious codes of conduct being broken by Professional NHS Employees and even though the lies and deceit surrounding this incident were well documented and reported to PALS, we have received no notification that either Mary Tompkins or Dr Kaukab were actually investigated. We did subsequently ask Mike Cable about the outcome during a meeting in December 2007, but we were told this could not be discussed openly and that we had to “park the complaint”!!!
What happened as a consequence of all this? Ria was expelled from Dr Kaukub’s practice, even though Sarah Gallone stated this could not happen!!
But that’s the next instalment……
